Shelby Public Schools Director of Operations Job Description

 

Position Title:  Director of Operations

Department:   Transportation, Custodial, Maintenance, Building and Grounds

Reports To:      Superintendent of Schools

           

SUMMARY:   Responsible for the organization, administration, and supervision of school district Transportation, Custodial, Maintenance, Building and Grounds at Shelby Public Schools in accordance with state law and school district policies. 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

 

Transportation Specific duties/responsibilities:

·         Organize and implements the pupil transportation system following school district policies

·         Bus Routing/dispatching for school year and summer school

·         Manage daily transportation changes/early dismissal/ill students/behavior issues

·         Develops and maintains lists of children eligible for transportation

·         Approves bus stops in as safe a location as possible

·         Periodically checks the driving records of all bus drivers in order to assure student safety

·         Monitor mileage/odometer information; process pre-trip forms and mileage forms

·         Makes arrangements for bus service and repairs

·         Schedules bus inspections

·         Manage bus break-downs

·         Tracks and schedules bus driver physicals as required

·         Coordinate and/or administer random drug/alcohol testing for bus drivers

·         Track bus driver hours and report to payroll department

·         Keep records for preparation of state and local reports such as inventories, pupils transported,

      route mileage, time records, special trip records, traffic accidents, and other required reports.

·         Interprets transportation procedures and regulations to public and staff

·         Make recommendations that may improve transportation services and efficiency such as rules

      and regulations for drivers and pupil conduct

·         Assist with student emergencies as needed

·         Arrange for substitute bus drivers

·         Substitute bus drive when needed

·         Manage district vehicles

·         Member of the Michigan Association of Pupil Transportation (MAPT)

·         Obtain certification through MAPT/MSBO for Transportation Director

 

Custodial, Maintenance, Building and Grounds Specific duties/responsibilities:

·         Manage facility use and scheduling of events

·         Administer the collective bargaining agreement as it pertains to AFSCME staff

·         Arrange for substitute employees as necessary

·         Manages equipment, supplies, and work orders

·         Maintain Safety Data Sheets (SDS) Books in each building

 

·         Insure compliance with OSHA

·         Coordinate required State & Local inspections and distribute results to buildings/programs

·         Work with Business Manager to oversee department budgets

 

Supervisory Responsibilities:

·         Carries out supervisory responsibilities in accordance with the district policies and applicable laws.

·         Supervises and manages bus drivers, substitute bus drivers, custodians, maintenance staff,

      building and grounds personnel.

·         Responsible for the overall direction, coordination, and evaluation of these employees, including recruiting, interviewing, scheduling, training, planning, assigning, and directing work

·         Responsible for performance appraisals, employee evaluations, rewarding and disciplining employees, addressing complaints, and resolving problems

 

Qualification Requirements:

EDUCATION AND EXPERIENCE:  

·         High School Diploma or G.E.D. required

·         College Classes/Course work in Management Preferred 

·         MSBO Certification/Transportation Supervisor, or willingness/ability to obtain certification

·         3-5 years of experience managing personnel in a department/organization

·         Experience in general transportation operations, school bus driver experience preferred

·         Experience in the use of common student transportation routing software preferred.

·         Demonstrated aptitude or competence for assigned responsibilities

·          Ability to react calmly in emergency situations

·         Such alternatives to the above qualifications as the School Board may find appropriate

 

CERTIFICATIONS, LICENSES, REGISTRATIONS:

·         Valid Driver's License and good driving record required

·         Meet school bus driver certification requirements:

o   Minimum hours of instruction

o   Satisfactorily pass knowledge examination

·         Meet state requirements for appropriate licensing, physical examination requirements.

·         Meet local/state standards for driving test and driver record check

 

LANGUAGE SKILLS:

·         Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals.

·         Ability to write routine reports and correspondence.

·         Ability to speak effectively before groups of district employees.

 

MATHEMATICAL SKILLS:

·         Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume.

·         Ability to apply concepts of basic algebra and geometry.

 

REASONING ABILITY:

·         Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

·         Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.

 

OTHER SKILLS AND ABILITIES:  

·         Computer use including email, internet, word processing, spreadsheets, and Google program skills

·         Ability to apply knowledge of current research and theory in specific field  

·         Ability to establish and maintain effective working relationships with students, staff and the school community.

·         Ability to speak clearly and concisely both in oral and written communication.  

·         Ability to perform duties with awareness of all district requirements and School Board policies.
